In IT we usually have spare systems. Some department will decide they really need one, but of course teh fact it is old and slow is no concern. Just anything will do. Soon you find yourslef being hammered on a system you would have never put into production again. Our latest policy is they either get new or nothing, and besides if you need it why did you not budget for it? Ok, off my soap box now.
